Yes. With PDANet, and perhaps WirelessModem. For very light usage, your provider is unlikely to notice, but some have reported that with heavier usage they've gotten nasty-grams, and have had their "Unlimited" data parts of their service plans shut off permanently. Use at your own discretion.
